Health and Human Services (HHS) Category Management

BACKGROUND/CHALLENGE


The Department of Health and Human Services (HHS) has been faced with the challenge of standing up an internal Category Management (CM) capability, driving implementation throughout the Department, and supporting Federal-wide CM policies and initiatives to build off of prior Strategic Sourcing successes.

HHS consists of 11 separate operating divisions that largely operate and procure categories of spend in a highly decentralized and uncoordinated manner. As a result, implementing CM to more efficiently and effectively acquire goods and services has proven difficult. Moreover, HHS has significant spend in certain categories such as medical and has an opportunity to drive Federal-wide solutions within these categories.

APPROACH


We worked as part of a consulting team to help drive Category Management within HHS. We have provided program management, strategic advisory, acquisition management, and data analysis services to the Category Management Program Management Office (CM PMO) within the Division of Acquisition including, but not limited to:

  • Developing change management strategies and communicating CM benefits and impact to HHS stakeholder communities

  • Identifying potential opportunities for savings and improvement via an HHS-wide spend analysis and spend dashboard in Tableau

  • Conducting data analyses to track compliance against HHS internal and Federal-wide CM goals such as Best-in- Class (BIC) and Spend Under Management (SUM)

  • Developing HHS-wide CM guidance and policies

  • Developing HHS-wide vendor and demand management strategies

RESULTS – DRIVING CHANGE


Our support has been critical to help make Category Management “stick” within HHS. Furthermore, we have helped the Department meet and track against the CM goals and metrics established by Federal and HHS leadership. These goals have led to significant savings and efficiencies within the Department. We are seen by HHS senior stakeholders within the CM PMO as subject matter experts in the areas of category management, acquisition, strategic sourcing, supply chain, data analytics, and performance management.
